examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examina-

tions of procedures

and representative

records,

interviews with personnel

and

observations

by the inspectors.

Please direct your attention to paragraph

6.b.(6)

and

(10) of the enclosed

report; which describes

plant material condition

and housekeeping

deficiencies

noted during this inspection period.

Although none of these deficiencies

had

a direct impact

on plant safety,

we are concerned

about the need for

additional

management

attention to this area to avoid

a possible

adverse

effect on plant safety.

We also consider it appropriate to recognize the performance of your plant

operators

following the turbine trip, reactor

scram,

and Unusual

Event which

occurred

on November

19,- 1991.

Their communications,

use of emergency

operating procedures,

and professionalism

in placing the plant in a stable

condition were noteworthy.

No violations or deviations

were identified within the scope of this

inspection.
