Dear Mr. Congel:

Enclosed is a copy of the final drill report for the April 3,

1991, Washington Emergency Operations Center (EOC)

Off-Hours/Unannounced drill.

The State of Washington participated in the drill.

The drill report was prepared in May 1991 by the Region X staff of the Federal Emergency Management Agency (FEMA).

The purpose of the drill was to evaluate the capability of the Washington EOC staff to activate the Washington EOC during non-work hours between 6:00 p.m.

and 4:00 a.m.

The Washington EOC staff demonstrated this capability by alerting the key EOC staff who reported to the EOC in a timely manner.

No deficiencies or areas requiring corrective 'actions were identified during the drill.

The FEMA Region X staff has forwarded a copy of the report to the State of Washington.

Xf you should have any questions, please contact Mr. Craig S.

Wingo, Chief, Technological Hazards Division, at (202) 646-3026.

Sincerely, Dennis H. Kwiatkowski Assistant Associate Director Office of Technological Hazards Enclosure
