Sorensen, Manager Regulatory Programs Gentlemen:'y memorandum dated Hay'4, 1991, the Federal Emergency Management Agency (FEHA) informed the NRC of the results of FEHA's observations of the offsite activities during the Washington Emergency Operations Center (EOC) Off-Hours/Unannounced drill held on April 3, 1991.

The memorandum states that there were no deficiencies or areas requiring corrective action (ARCA) identified during the drill.

No response or corrective actions are required.

Copies of the FEMA memorandum and the report are enclosed.

In accordance with 10 CFR 2.790(a),

a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
