Gentlemen:

i

This letter refers to the routine inspection

conducted

by Mr.

H.

Chancy of

this office on February

25 through March 1, 1991, of activities authorized for

your WNP-2 facility.

At the conclusion of the inspection,

the findings were

discussed

with WNP-2 staff members identified in the enclosed

inspection

report.

Areas

examined during this insp'ection are described in the"enclosed

report.

Within these

areas,

the inspection consisted of selective

examinations of

procedures

and representative

records,

interviews with personnel

and

observations

by the inspector.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

These violations of NRC requirements

involved the failure

to rygister

as

a user of an

NRC certified shipping container

(10

CFR 71) and

to properly classify radioactive solid waste

(10

CFR 61).

The violation

identified by the State of Washington involving classification of radioactive

waste shipped for burial will not require

a written response

due to the

comprehensiveness

of your response

to the State of Washington.

While these

violations are not repetitive to other recent violations (last six months)

involving radioactive material

shipments,

an adverse

trend is developing in

this area.

These violations when combined with recent audit findings

involving failure to implement training programs

proposed in NRC Inspection

and Enforcement Bulletin 79-,19,

suggest that increased

senior management

attention is, appropriate.

The transmittal letter of NRC Inspection

Report

No.

50-397/91-03,

also indicated that there appeared

to be a need to focus

additional oversight during the future conduct of these activities.
