and to the discussion of findings held by the inspectors

Mr. J. Baker and other members of the Supply System's staff at the conclusion of

the inspection.

Areas

examined during this inspection are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of

procedures

and representative

records,

interviews with personnel

and observations

by the inspectors.

Based

on the results of this inspection, it appears

that one of your activities

was not conducted in full compliance with NRC requirements,

as set forth in the

Notice of Violation, enclosed

herewith

as Appendix A.

Your response

to this notice

is to be submitted in accordance

with the provisions of 10 CFR 2.201

as stated in

Appendix A, Notice of Violation.

This inspection identified a long standing

problem involving the leakage of

scram accumulators.

During the last few years,

there

have

been

numerous

indications of scram accumulator

leakage

problems during periodic surveillance

tests

and

as indicated

by numerous control

room trouble alarms.

It is our

understanding

that prior to the

end of March 1991, you intend on providing a

letter to us addressing:

(1) the background

regarding the leakage

problem; (2)

your actions taken since the onset of the problem;

(3) your current assessment

of the appropriateness

of those past actions;

and (4) your current plans

concerning

scram accumulator

leakage.

Me plan to discuss

the matter further

with you after our review of your letter .

In accordance

with 10 CFR 2.790.(a),

a copy of this letter and the enclosure will

be placed in the

NRC Public Document

Room.

The response

directed

by this letter is not subject to the clearance

procedures

of the Office of Management

and Budget as required

by the Paperwork

Reduction

Act of 1980,
