D. L. Proulx of this office on October

22 - December 2,

1990 of activities

authorized

by NRC Operating License

No. NPF-21,

and to the discussions

of

findings held by the inspectors with Mr. J.

Baker and other members of the

Supply System staff at the conclusion of the inspection.

Areas examined during this inspection

are described

in the enclosed

inspection report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

We are concerned

about

an observed;weakness

in your control of maintenance

activities,

as discussed

in paragraph

12 of the enclosed

report.

While we

recognize that this issue

was identified and corrected

by your staff, the

restoration of a containment isolation valve to an operable status without

its having properly met its stroke time specifications is

a potentially

serious

problem.

Your attention is invited to the lack of administra'tive

controls which permitted such

an action to be carried out on backshift

without input from Plant Technical or Generation

Engineet ing personnel.

This issue will be examined further during our next inspection period.

In accordance

with 10 CFR 2.790(a);

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
