Gentlemen:
This letter refers to the routine inspection
conducted
by Mr.
H.
Chancy of
this office on November 13-16,
1990, of activities authorized for your MNP-2
facility.
At the conclusion of the inspection, the, findings were discussed
with MPSS and MNP-2 staff members identified in the enclosed report.
Areas examined during this inspection are described
in the enclosed
inspection
report (Appendix B).
Mithin these
areas,
the inspection consisted of
selective
examinations
of procedures
and representative
records,
interviews
with personnel
and observations
by the inspector.
Based
on the results of this inspection,
one of your activities appears
to be
in violation of NRC requirements,
as specified in the enclosed
Notice of
Violation (Notice), Appendix A.
This violation seems to indicate
a weakness
in your radioactive material shipping program.
You are reguired to respond to this letter and should follow the instructions
specified
an the enclosed
Notice when preparinq your response.
In your
response,
you should document the specific actions taken
and any additional
actions you plan to prevent recurrence.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspection,
the
NRC Rill deterIIIine'hether further
NRC enforcement action is
necessary
to ensure
compliance with NRC regulatory requirements.
Me are also concerned that your Technical Specification required "Reactor
Building Post
LOCA Grab Sampler"
does not appear to be capable of reasonably
quantifying post reactor accident radioiodine concentrations
in effluents.
In
view of your commitment to meet the criteria expressed for this system
as item
II.F.1-2 of NUREG-0737,
we request that you inform us in writing, within 30
days of this letter, of your schedule correcting the system's
performance.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
The response
directed by this letter and the enclosed
Notice are not subject
to the clearance
procedures
of the Office of Management
and Budget as required
by the Paperwork Reduction Act of 1980,
Pub.
