Meeting to Discuss the Systematic
Assessment
of
Licensee
Performance
(SALP)
This refers to the NRC's Initial SALP Board Report
No. 50-397/90-23,
which was
transmitted to you by our letter dated
November 8, 1990.
During our
management
meeting at Supply System Headquarters
on November 28, 1990,
we
discussed
the results of that assessment.
A copy of the agenda for that
meeting is enclosed.
A summary of our discussions
at that meeting,
which also
included dialogue
on two other subjects,
is provided in the enclosed
meeting
report.
As discussed
in our November 8 letter, in the Initial SALP Report transmitted
by that letter,
and during our November
28 meeting,
the
SALP board found your
overall performance to be generally strong
and directed toward safe facility
operation.
Specific strong performance
was noted in the Plant Operations
and
Safety Assessment/guality
Verification functional areas.
The Security and
Engineering/Technical
Support areas
were also considered
to have
shown
improving trends.
During our meeting you identified areas
to which you plan
to give continuing management
attention in order to realize long term
improvement in all of the functional areas.
In particular maintenance,
emergency
preparedness,
radiation protection,
and system engineers
appear to
deserve
increased
management
involvement.
Your staff is commencfed for the substantial effort and notable
improvement
shown during the past two SALP periods, particularly in the Plant Operations,
Safety Assessment/guality
Verification, and Engineering/Technical
Support
functional areas.
Your management's
continuing support is strongly encouraged
to sustain the upward momentum which has
been established.
Our November
8 letter noted that you are not required to reply to the
Board's report but could do so, if desired, within 30 days after our November
28 meeting.
Per discussions
with the
NRC and your staff, you stated that you
did not intend to reply to the Board's report, but would discuss
your ongoing
actions during periodic management
meetings.
No changes
have therefore
been
made to the Initial SALP Board Report
No. 50-397/90-23,
issued
by our letter
dated
November 8, 1990,
and it is considered
to be the Final
SALP report.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.
