Assessment

of Licensee

Performance

(SALP) Board has

completed its periodic evaluation of the performance of your Washington

Nuclear Project

No.

2 (WNP-2) facility for the period June 1,

1989 through

August 31,

1990.

The performance of WNP-2 was evaluated

in the functional areas

of Plant

Operations,

Radiological Controls, Maintenance/Surveillance,

Emergency

Preparedness,

Security,

Engineering/Technical

Support,

and Safety

Assessment/equality

Verification.

The criteria used in conducting this

assessment

and the

SALP Board's evaluation of your performance

in these

functional areas

are contained in the enclosed

SALP report.

Overall, the

SALP Board found your performance

to be generally

good and

directed

toward safe facility operation.

Your performance

in most areas

was

judged to have

improved over the previous period, with a Category

1 rating

assigned

to Plant Operations

and Safety Assessment/equality

Verification.

No

area

was assigned

a Category

3 rating.

However,

as discussed

in the enclosed

report, your attention is still needed

to ensure

timely and effective

completion of improvement programs

you have initiated.

The principal concerns

of the

SALP Board and of NRC management

involve

(1) weaknesses

in your preventive maintenance

program,

(2) procedure quality

and adherence

in several

areas,

and (3) lagging corrective actions associated

with the Emergency

Preparedness

and Security areas.

Weaknesses

were also

noted that were specific to the following areas:

Radiological Controls adherence

of plant personnel

to basic radio-

logical work practices.

Maintenance/Surveillance Performance

of preventive maintenance

activities,

and maintenance

procedure quality and adherence,

Engineering/Technical

Support -- workload and training of the Plant

Technical staff.

In addition,

an inspection of your- Emergency. Operating

Procedures

(EOP)

shortly after the end of the assessment

period found that your

verification'nd

validation program for

EOPs

was weak.

Due to the importance of the

EOPs,

this area

deserves

your prompt

attention.'n

overview of this assessment

is provided in Section II of the enclosed

report.

Strengths,

weaknesses,

and Board recommendations

are provided in

Section IV, Performance

Analysis.

Based

upon discussions

with your staff,

a management

meeting to discuss

the

results of the

SALP Board's

assessment

has

been

scheduled for November 28,

1990.

Arrangements for this meeting will be discussed

further with your staff

in the near future.

Since

no functional area

was assessed

Category

3,

a written response

to the

enclosed initial report is not required.

However, you may submit comments

on

the enclosed report, if desired, within 30 days after the

November 28,

1990

meeting.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosed

SALP report will be placed in the NRC's Public Document

Room,

as well as

any

comments

you.may wish to 'submit to the

NRC regarding the content of the

SALP

report.
