REGION V WAIVER OF COMPLIANCE TO WASHINGTON NUCLEAR PROJECT NO.

2 TECHNICAL SPECIFICATION (TS) 3/4.8.1, "A.C. SOURCES" This letter authorizes a temporary waiver of compliance for Facility Operating License No.

NPF-21 to TS 3/4.8. 1, "A.C. Sources", specifically the surveillance requirement of paragraph 4.8. 1. 1.2.c.2.

Region V has reviewed yoor request for the temporary waiver of compliance dated October 30, 1990.

Technical Specification Paragraph 4.8. 1. 1.2.c.2 requires that sulfur analysis be performed in accordance with ASTM D975-81 except that the analysis may be performed in accordance with ASTM D1552-79 or ASTM D2662-82.

Your submittal stated that your sulfur analysis was performed in accordance with ASTM D4294-83 and that your fuel oil sulfur content did not exceed the acceptance criteria of the TS referenced test methods.

You further stated that your fuel oil meets the applicable sulfur concentration requirements.

Region V, with NRR concurrence, has concluded that a temporary waiver of compliance from TS 3/4.8. 1, paragraph 4.8. 1. 1.2.c.2 will not negatively i~pact public health and safety.

This relict is effective immediately and will remain in effect until November 6, 1990.

This approval of your requested temporary waiver of compliance is conditioned upon your expeditious sampling of your fuel oil tanks, and analysis of sulfur content in accordance with the standards provided in your TS.
