conducted

C. J.. Bosted

and

. R.

C. Sorensen

of this office on May 14 - June 17,

1990 of activities

authorized

by NRC Operating

License

No. NPF-21,

and to the discussions

of

their findings held by the inspectors with Mr. J.

Baker and other members of

the Supply System's staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel

and observations

by the inspectors.

As discussed in paragraph

9 of the enclosed report,

an attempt to energize

the

25KV portion of the unit electrical

system

on June 3, 1990, resulted in a

major electrical fault due to the associated

electrical lines having been

inadvertently left grounded to the station ground.

We understand that you are

conducting

an assessment

of this event,

which was still in progress

at the

conclusion of this inspection,

however, preliminary results

and our own review

indicate that inadequate

grounding practices

and

a failure to follow standard

electrical practices

contributed significantly to the event.

Although the

equipment involved was not safety-related,

the procedures

used to control the

work are

common to the facility.

Therefore; you are requested

to inform this

office, within thirty days of the date of this letter, of your final

assessment

of the causes

of the event

and the actions you plan to correct

those

causes.

Based

on the results of this inspection, it appears

that one of your

activities was not conducted in full compliance with NRC requirements.

A

Severity Level

V violation was identified,

as discussed

in paragraph

9.

In

view of improvements

already

implemented to address this concern,

and pursuant

to 10 CFR Part 2, Appendix C, this item is not being cited in-a Notice of

Violation.

Accordingly, a response

to this item is not required.
