Attention:,

Mr.

G.

C.

Sorensen,

Manager,

Reg'ulatory

Programs

Gentlemen:

Subject:

NRC Inspection of WNP-2

This letter refers to the inspection

conducted

by Messrs.

E.

M. Garcia

and

M. Cillis of this office on May 21 - 25,

1990 of activities authorized

by

NRC

Operating

License

No.

NPF-21,

and to the discussion

of findings held by the

inspectors with Mr. J.

Baker

and other members of the Supply System's staff at

the conclusion of the inspection.

Areas

examined during this inspection

are described

in the enclosed

inspection'eport.

Within these

are'as,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and ob'servations

by the inspectors.

Based

on the results of this inspection, it appears

that one of your

activities

was not conducted in full com~pliance with NRC requirements

as

discussed

in Section 2.F of the enclosed

report.

The violation is not being

cited because

the criteria specified in Section

V.G of the Enforcement Policy

were satisfied.

A number of observations

in the enclosed

report indicate

a lack of individual

responsibility for good radiological practices.

Continued lack of individual

responsibility could result in an event with significant radiological

consequences.

It may be appropriate for WPPSS

management

to reemphasize its

expectations

in this area.

In accordance

with 10 CFR 2. 790(a),

a copy of this letter

and the enclosure

will be placed in the

NRC Public Document

Room.

Should you have

any questions

concerning this inspection,

we will be pleased

to discuss

them with you.

Sincerely,

GP J-~
