SUBJECT:

UNDERGROUND FIRE MAIN 12" FP(43)-1 (TAC NO. 64670)

By letter dated May 12, 1989 I advised that NRC completed our review of your submittals related to underground fire mains at WNP-2 and that we found your analyses and evaluations acceptable with the exception of the need for adequate thrust restraint on the line identified as 12" FP(43)-l.

At that time we had reservations about the principle of using an analysis in lieu of the specific code requirement.

Furthermore, because of the novelty of your installation, we had reservations about the acceptability of your analytical'ethodology.

We found no clear basis for your approach.

By letter dated September 11, 1989 (G02-89-158) you provided additional infor-mation on both the acceptability of analysis and on your methodology.

That submittal included a copy of a letter dated August 8, 1989 to D.H. Walker of the Washington Public Power Supply System, providing the personal opinion of Mr. Robert E.

Solomon, P.E., Senior Fire Protection

Engineer, who is the National Fire Protection Association (NFPA) liaison to the Committee on Private Water Supply Piping.

In his letter, Mr. Solomon identified the Ductile Iron Pipe Research Association (DIPRA) Thrust Rest'raint Manual as an acceptable authority on the use of thrust restraints.

While I was at the WNP-2 site during the week of May 7, 1990 the plant staff provided additional insight into'the analytical approach and made available for my examination a copy of the DIPRA manual "Thrust Restraint Design for Ductile Iron Pipe, Second Edition, 1989."

Also, in your September ll, 1989 letter, you committed the Supply System to install an indicating check valve that will enable you to quantify flow and allow you to identify major leakage in the underground system.

system, we accept your arguments on the adequacy of the thrust restraint for fire main 12" FP(43)-1.

In r eaching this conclusion we did not review the calculations which you provided with your September 11, 1989 letter.
