SUBJECT:
SATISFACTION OF LICENSE CONDITION 2.c. (16),
ATTACHMENT 2, ITEM 3. (b)
FLUX MONITORING (TAC NO. 73415))
The operating license for WNP-2 includes condition 2.c.(16), Attachment 2, Item 3.(b), which requires that you "...shall implement (installation or up-grade) requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring prior to startup following the fourth refueling outage."
By letter dated June 15, 1989 (G02-89-109) you advised that the license condition had been met.
The staff reviewed the correspondence which you provided documenting your efforts to meet that license condition.
Based on the staff's review it has been concluded that the neutron flux monitoring system which you installed meets the Category 1 criteria of Regulatory Guide 1.97 and 10 CFR 50.49, and therefore satisfies the license condition.
For your information, I have enclosed a safety evaluation summarizing the staff review.
We are reviewing your application to add the flux monitor to the table of accident monitoring instrumentation in the technical specifications as a
separate action.
