TEMPORARY RELIEF FROM TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENT 4.3.1.3, TABLE 3.3.1-2, FUNCTIONAL UNIT 2.B, FLOW BIASED SIMULATED THERMAL POWER - UPSCALE Your letter dated September 5,

1989 (G02-89-152) requested relief from the action statement applicable to the surveillance of the Average Power Range Monitor flow biased simulated thermal power upscale function.

This relief was to allow you to continue operation of WNP-2 while an emergency technical specification change request was being prepared.

This technical specification change request was transmitted by letter on September 6, 1989 (G02-89-153).

Based on our review of the information provided in your two letters we concur that the surveillance results for total response time are sufficiently conserva-tive to ensure that adequate protection is being provided in the interim period while we are completing our review of your license amendment request.

This letter confirms the decision given to your staff by telephone on September 5,

1989 to grant relief for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> effective 7:20 p.m.

This relief from the action statement will remain effective until we complete our action on your amendment request.
