Docket No. 50-397 Washington Public Power Supply System P. 0.

Box 968 3000 George Washington Way

Richland, Washington 99352 Attention:

Mr. D.

W. Mazur, Managing Director Gentlemen:

During the enforcement conference held in our office on June 28, 1989, it was agreed that you would reevaluate the suitability of, 10 commercially procured items we identified as not having been properly dedicated for safety related use.

It was estimated that this effort would take 30-45 days to complete.

Due to the potential safety significance of 5 items which have already been installed in the plant, we-consider a shorter response time for these items to be justified.

As Mr. W. Wagner (NRC) discussed on June 30, 1989 with Messrs.

L. Oxsen and S.

Peck of your staff, we request that this reevaluation on the installed items be completed and submitted to this office in writing no later than July 7, 1989, and by August 15, 1989, for the remaining non-installed items.

Any follow-up information on the five installed items should be included in the August 15 correspondence.

It is our understanding that this reevaluation will be based on your recently enhanced procurement program which assures that the applicable critical characteristics of commercial grade items are identified and verified prior to use in safety-related applications.

We further understand that your reevaluation will identify the applicable critical characteristics, how these critical characteristics were verified, and why you consider the items are acceptable as installed.

Should you have any questions concerning this matter, we wi 11 be pleased to discuss them with you.

Sincerely, RV/jk EST C
