SUBJECT:

,REQUEST FOR RELIEF NO. ISI-2-008 FROM ASHE XI (IWA-5244)

TAC.

NO. 69299 By letter dated August 30, 1988 the Washington Public Power Supply System submitted request for relief No. ISI-2-008.

ASHE Section XI (IWA-5244) requires a test to determine the change in flow between ends of non-isolable buried piping.

Relief from this requirement was requested for the buried portions of SW Loop A Supply 20 "SW (1)-2 and SW Loop B Supply 20 " (2)-2.

The basis for the request was the impracticality of the test for the specified pipe segments.

We have evaluated your request and we conclude from our evaluation that the provision of paragraph IWA-5244 is impractical to conduct at WNP-2.

Alternatively, you have proposed that the flow into the Service Water System will be determined quarterly from the pump discharge.

At the same time, a walkdown of the buried piping will be made in search of leakage.

In addition, during reactor operation, the return lines to the heat sink will be monitored pursuant to paragraph IW-5244 (c).

ll Based.on our review, we have determined that, pursuant to 10 CFR 50.55a(g)(6)(i), granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security.

We have also, determined that granting relief is otherwise in the public interest considering the burden that could resu1t if the requirements were imposed on the facility.

On this basis, relief from the ASHE code requirement is granted.

Our 'Safety Evaluation is attached.
