By memorandum dated February 16, 1989, the Federal Emergency Management Agency (FEMA) informed the NRC of the results of their observations of offsite i activities during the WNP-2 emergency preparedness exercise conducted on eptember~3mnd-l4,-1988. FEMALE lao-informed-the-NRC-o ftheresults-,of-4hei-observations of the June 3, 1987 remedial exercise to evaluate the alert and notification system and evacuation plans for a portion of the Columbia River.
The FEMA memorandum states that they are withholding their statement on "reasonable assurance for the general public's health and safety" until they review the required remedial actions and evaluate the remedial drill for the Richland Off-the-Road Vehicle (ORV) Park.
Copies of the FEMA memorandum and the two reports are enclosed.
The FEMA reports identify a number of items that need corrective actions.
We request that you exercise appropriate actions with the offsite authorities to ensure the corrective actions are taken to resolve these areas in a timely manner and a satisfactory remedial drill is accomplished.
