SIMULATION FACILITY
This
refers
to
the
management
meeting held at
the
Region
V Offices
on
December
8,
1988 addressing
the
WNP-2
simulation facility and related
plant fidelity issues.
The
NRC had,
prior to this meeting, identified two 'concerns that arose
from
the
. lack of'lant fidelity by
the
existing
.MNP-2 simulator.
First,'as
the
WNP-2 simulator capable of supporting the
licensee's
program for
non-licensed
and licensed
operators,
or
might it's use
have
an adverse
effect on the quality of
the training
program,
and consequently
on the
capabilities
of
the operations staff to perform their licensed duties?
Second,
was the
WNP-2
simulator capable of supporting licensing examinations
such that an examiner
can reach
a valid
conclusion
about.
a candidate's
understanding
of and ability to perform
the actions
necessary
to accomplish
required licensed duties?
Your plans to replace
the existing
MNP-2 simulation facility with a new
upgraded simulation facility by the
summer of 1991 in order to
meet
the
requirements
of
for
simulator certification,
would appear
to be
an adequate
long term solution to these
problems.
Additionally, your
plans
to perform a limited
upgrade
of
the existing
simulation
facility,
and continue to
identify
areas
where the existing simulator fails to
adequately replicate actual plant conditions,
should offer acceptable
short
term resolution to continuing fidelity problems.
As
a result of examination
scenario prevalidation activities
by the
NRC on
September
21 and 22,
1988, it is our conclusion that the existing simulator
can
be used effectively until May 1991
for
licensed operator examinations,
if the
NRC examination
team recognizes
the limits
of
the
simulation
facility in
modeling
actual
plant conditions with adequate fidelity,
and
adjusts
the scope of
the walkthrough
portion
of the examination
accordingly.
This
may require
pre-validation of examination
scenarios
prior.
to
actual
candidate
evaluation.
The
NRC will continue to track your progress
towards
resolving simulator
fidelity problems.
This may include additional on-site review
of the
existing simulation facility in its application
as both
a training and
examining tool.
No violations of NRC requirements
were identified within the scope of this
review.
In accordance
with 10 CFR 2. 790(a),
a copy of this letter will be placed in
the
NRC Public Document
Room.
