This refers to the Management
Meeting which was held on August 25,
1988 in
Portland,
Oregon with the Washington
Public Power Supply System
(WPPSS)
Board
of Directors concerning
the Systematic
Assessment
of Licensee
Performance
(SALP)
Report.
Also in attendance
were
members of the Supply System staff and guests
from Boneville Power Administration and the State of Washington.
The purpose
of this meeting
was to discuss
the plant's
performance
during the
SALP period
of June I, 1987 through
May 31,
1988 of activities authorized
by
NRC License
Subjects
discussed
during the meeting are
summarized
in the enclosed
me~ng report 50-397/88-38.-
The
NRC had
a number of concerns with Supply System performance
in the areas
of
Operations,
Engineering,
and guality Assurance
(gA) during the
SALP period.
These
concerns
appeared
to have
common causes
of insufficient management
involvement in activities
and insufficient follow through
on commitments
and
corrective actions.
These
concerns
received special
emphasis
in our discussions
during the meeting.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
