This will acknowledge receipt of your July 22, 1988, letter to Mr. John B.

Martin that transmitted the draft scenario package for the WNP-2 Annual Emergency Exercise.

On August ll, 1988, Ms. Gail Good of my staff held a conversation with Mr.

R. A. Chitwood, and other members of your staff, to discuss the results of our evaluation of your scenario package.

During the telephone conversation, your staff was informed that, based on our evaluation, we had concluded that the scenario events were of a low probability nature and that we had some concern about the level of realism.

Unrealistic and unchallenging scenarios tend to detract from player performance, thereby limiting the training benefits of the exercise.

We also note that following the 1986 exercise, we had discussions with you regarding scenarios with a series of low probability events and the need for more realism.

During an August 15, 1988, telephone discussion between Mr. Chitwood and Ms. Good, we were informed that you were reviewing the scenario to ascertain whether changes could be made to the events to make the exercise more realistic.

Other matters related to our review that were discussed during the August ll conversation included the anticipated timing of one of the event classifications, the content of a few messages, and several other minor editorial items.

It is my understanding that your staff agreed to correct several of the minor items.

Our review also disclosed that the additional objectives, described in our letter to you dated July 15, 1988, had been included.

The contents of the scenario package (Phase I and II) were discussed with Mr.

Richard Donovan from FEMA, Region X.

Mr. Donovan indicated that he was still discussing some issues with the State of Washington; therefore, he was not in a position to offer any conclusions regarding the scenario package.

Mr.

Donovan stated that he would deal directly with the Supply System if he determined that changes were warranted.

Based on the results of our evaluation, it is our conclusion that the scenario package with the agreed to changes is adequate to permit you to meet your exercise objectives.
