This letter refers to the routine inspection
conducted
by Messrs
M. Cillis and
G.
R. Cicotte of this office on April 25-27
and
May 9-12, 1988, of activities
authorized
by
NRC License
No.
and to the discussion of our findings
held by Mr. Cillis with Mr.
C.
M. Powers
and other members of your staff at
the conclusion of the inspection.
Areas
examined during this inspection are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
No violations of NRC requirements
were identified within the scope of this
inspection.
While no violations with NRC requirements
were identified within the scope of
this inspection,
we wish to bring to your attention the observations
described
in paragraphs
7 and 10.
We have particular concerns with the findings related
to the control
and posting of your radiologically controlled work areas
during
the scheduled
refueling outage.
The findings indicate that a potential for
unnecessary
occupational
internal
and external
exposures
in excess
of the
regulatory requirements
may occur if measures
to establish
appropriate
controls are not implemented.
We hope that your post outage critique will
focus
on these
observations
such that corrective action will be taken to
minimize the potential for recurrence
during normal plant operations
and
future refueling outages.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
