March 23, 1988 Docket No.. 50-397 Mr. G.

C. Sorensen, Manager Regulatory Programs Washington Public Power Supply System P. 0.

Box 968 3000 George Washington Way Richland, Washington 99352

Dear Mr. Sorensen:

SUBJECT:

EMERGENCY RESPONSE CAPABILITY:

CONFORMANCE TO R.G. 1.97, REV 2 (TAC NO.

59516)

Generic Letter 82-33 requested that WPPSS provide NRC with a report describing how the post-accident monitoring instrumentation at WNP-2 meets the guidelines of Regulatory Guide 1.97 as applied to emergency response facilities.

We have reviewed your submittals dated April 15, 1983 (G02-83-346),

October 8, 1985 (G02-85-710),

and January 23, 1986 (G02-86-097).

We find that WNP-2 either conforms to or has adequately justified deviation from the guidance of R.G.

1.97 Revision 2 for each post-accident monitoring variable except for neutron flux.

Since the requirement for the qualified neutron flux monitor is a

specific license condition, I believe that we can consider your response to Generic Letter 82-33 complete and our review of conformance to R.G.

1.97 closed.

Enclosed is a copy of our Safety Evaluation Report summarizing our revie>I of WNP-2 conformance to the Regulatory Guide.

Sincerely, original signed by Harry Rood for 88033i 0476 880323 PDR ADOCK 0500039T PDR George W. Knighton, Director Project Directorate V
