Docket No. 50-397 February 10, 1988 Mr. G.
C. Sorensen, Manager Regulatory Programs Washington Public Power Supply System P.O.
Box 968 3000 George Washington Way Richland, Washington 99352
Dear Mr. Sorensen:
SUBJECT:
EMERGENCY TECHNICAL SPECIFICATION CHANGE - DRYWELL PURGE LIMIT This confirms our oral authorization given on February 5, 1988 for a one-time change to the WNP-2 technical Specifications regarding drywell.purging.
Technical Specification 3.6.1.8 is revised to allow 100 hours0.00116 days
0.0278 hours
1.653439e-4 weeks
3.805e-5 months
of purging time during the current 365 day period, which ends on April 10, 1988.
Thereafter, Technical Specification 3.6.1.8 reverts to 90 hours0.00104 days
0.025 hours
1.488095e-4 weeks
3.4245e-5 months
per year.
I' I
I The basis for the time limitation on purging is to limit the probability of a LOCA while the purging system.'is. in service.
You have argued that the proposed rate of purging of 14 hours1.62037e-4 days
0.00389 hours
2.314815e-5 weeks
5.327e-6 months
during the 62 days remaining in the current period is equivalent to the allowable annual rate of 90 hours0.00104 days
0.025 hours
1.488095e-4 weeks
3.4245e-5 months
per 365 days and therefore the probability of a LOCA during purging in the next 62 days will be no greater than allowed by the current limit.
The staff has concurred that" with the additiona't tendays being allowed, the probability remains acceptably low without any additional compensatory measures.
1 1.
A formal amendment will be issued in the near future.
Sincerely, QV~
