GENERIC LETTER 87-05 AND WNP-2 On December 8, 1986 NRC issued to all nuclear power plants Information Notice No. 86-99 describing circumstances which led to the corrosion of the drywell shell of the Oyster Creek Nuclear Generating Station.

On March 12, 1987 the staff issued Generic Letter 87-05 to all 'licensees of boiling water reactors utilizing Mark I containments requesting information to determine whether similar degradation of the drywell has occurred at their facilities.

Even though Generic Letter 87-05 was not issued to WNP-2, design features which contribute to drywell shell corrosion at Mark I containments appear to exist at WNP-2. Therefore, we believe Generic Letter 87-05 is relevant and applicable to the free standing containment at WNP-2.

WNP-2 is the only Mark II plant design with a steel containment.

The steel containment is enclosed in a reinforced concrete biological shield structure with an air gap separating the containment and the shield above the foundation mat.

The air gap leads to the sand filled pocket at the knuckle region immediately above the concrete mat foundation.

The refueling pool design in Mark II appears similar to that in Mark I. Depending on the design of the reactor head cavity seal drain connections and the functionality of various drain lines, there is the potential for leakage of water through the air gap into the sand filled pocket creating a situation similar to the Oysters Creek experience.

Pt WNP-2 the corrosion may be more significant than with the Mark I drywell.

This is because the area of the containment shell where wastage of the steel may occur forms a portion of the boundary of the suppression pool and any indicated through-thickness corrosion may lead to the leakage of water from the suppression pool. In the event of a reactor accident this could result in much highe~ containment pressure and temperature than the containment is designed for.

Request for Additional Information Generic Letter 87-05 Drywell Degradation Please provide the following:

1.

Provide drawings or sketches showing the drain lines from the refueling pool. including the connections between the drains and the refueling pool.

2.

Provide drawings or sketches of the sand cushion drains.

3.

Identify all pathways through which water may enter the air gap between the steel containment and the shield building.

4.

Identify the compressible isolation material which separates the steel containment from the concrete shield wall.

5.

Describe any signs or marks which you have observed on the shielding wall or the reactor building foundation floor which might indicate the presence of water.

6.

Describe all relevant actions you have taken after receipt of NRC Information Bulletin 86-99, issued

December, 1986.

7.

Provide the information requested by NRR Generic Letter 87-05, a copy of which is attached.

8.

Provide any other information which might help the staff determine without reservation the structural soundness of the WNP-2 containment with regard to this issue.
