By memorandum dated February 19, 1987, the Federal Emergency Management Agency informed the NRC of the results of their observations of the offsite activities during the WNP-2 emergency preparedness exercise on September 18, 1986.

FEMA stated that they identified six (6) exercise deficiencies and one plan inadequacy during the exercise.

FEMA also informed the NRC that they were withholding their "finding of reasonable assurance that the public health and safety can be protected,"

pending the results of remedial drills.

Copies of the FEMA memorandum and report are enclosed.

The six deficiencies have been described on pages 27, 44, 47, 51 and 73 of the report (also see Summary Table on pages 95, 96 and 99).

The plan inadequacy is described on page 88.

We have noted that the FEMA report also identified other areas requiring corrective action.'lease provide us within 30 days of the date of this letter, a written response describing the actions planned to correct the identified deficiencies and a schedule for the completion of the corrective actions.

After reviewing your response to this letter and the FEMA evaluation of offsite preparedness following the completion of remedial actions, the NRC will determine whether further NRC action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790(a),

a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
