By letter dated November 20, 1986, the Washington Public Power Supply System submitted an inspection schedule for the low pressure turbines at WNP-2 to, satisfy License Condition 2.C.(7).
The license condition requires that:
"The licensee shall submit for NRC staff approval, within three years of date of issuance of this license, a turbine system maintenance program based on the manufacturer's calculations of missile generation probabilities acceptable to the NRC staff or volumetrically inspect all low pressure turbine rotors at the second refueling outage, and at every other refueling outage thereafter until a maintenance program is approved by the NRC staff."

The WNP-2 facility uses Westinghouse low,pressure turbines-LP¹1, LP¹2, and LP¹3.
The initial inspection intervals for the LP turbines were recommended by Westinghouse to be 57.8 months for LP¹1, 55.7 months for LP¹2, and 56.3 months for LP¹3.
These inspection intervals were based on a series of'opical reports I

(references) approved by NRC as Licensing Topical Reports.'he approval letter from Charles E. Rossi, NRC, to James A. Martin, Westinghouse was dated February 2, 1987.
As stated in the WNP-2 FSAR, Subsection 3.5.1.3.4.3, the licensee is further committed to reduce the inspection intervals for subsequent inspections if cracks are detected and measured at any inspection.
The licensee intends to inspect the LP turbines at intervals shorter than those recommended by the manufacturer, i.e.
36 months for LP¹1, 48 months for LP¹2, and 36 months for LP¹3.
In the November 20, 1986 letter, the licensee stated that the inspection interval is subject to change depending on previous inspection results, the existence or lack of flaws, equipment availability and inspection refinements or techniques yet to be developed.
As stated in the WNP-2 FSAR subsection 3.5.1.3.4.3, the licensee is committed to reduce the inspection intervals for subsequent inspections if cracks are detected and measured, according to the Westinghouse methodology, at any inspection.
Based on the licensee's commitments in the submittal of November 20, 1986, and the WNP-2 FSAR, the staff concludes that License Condition 2.C.(7) has been satisfied.
