Document Control Desk Page2 Pursuant to 10 CFR 50.90, Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), requested in Reference 1 an amendment to the Technical Specifications (TS) for the Prairie Island Nuclear Generating Plant (PINGP).
Specifically, NSPM proposed to revise TS 3. 7.16, "Spent Fuel Storage Pool Boron Concentration," and TS 4.3.1, "Fuel Storage Criticality," to allow spent fuel pool (SFP) storage !
of nuclear fuel containing a boron-based neutron absorber in the form of zirconium diboride (ZrBr2) Integral Fuel Burnable Absorber (IFBA).
To complete their review of Reference 1, the NRC staff provided a second request for additional information (RAI) in Reference 2.
In Reference 3, NSPM deferred response to the Reference 2 RAls until the merits of those RAls could be discussed with the NRC staff.
At a public meeting held on March 9, 2017, NSPM sought to understand the basis for these RAls relative to the additional conservatisms that potentially result in unnecessary spent fuel movement and adverse safety impact. NSPM requested that the NRC Staff reconsider the need for the RAls. The NRC provided their summary of the public meeting in Reference4, and NSPM provided their summary of the public meeting in Reference 5. to this letter provides the proprietary version of the Westinghouse Electric Company, LLC (Westinghouse) prepared reply to RAls 6. and 7. Enclosure 2 provides the non-proprietary version of the* Westinghouse-prepared reply. Enclosure 3 provides TS Table 4.3.1-3 marked-up to show the changes resulting from the analysis performed in support of the RAI responses. provides Westinghouse report WCAP-17400-P, Supplement 1, Revision 2, "Prairie Island Units 1 and 2 Spent Fuel Pool Criticality Safety Analysis - Supplemental Analysis Including the Storage of IFBA Bearing Fuel," dated September 2017. Revision 2 incorporates design basis input changes for IFBA Bearing Fuel and incorporates grid growth and a change in eccentric positioning methodology. Additionally, WCAP-17400 limits are updated to,
consider the impact of the grid growth and eccentric positioning methodology change. provides the non-proprietary version of the Westinghouse Report WCAP-17 400-NP, Supplement 1, Revision 2.
Encl.osure 6 contains the Westinghouse Applications for Withholding Proprietary Information from Public Disclosure CAW-17-4644 and CAW-17-4643, accompanying Affidavits, Proprietary Information Notices, and Copyright Notices.
As Enclosures 1 and 4 contain information proprietary to Westinghouse, they are supported by Affidavits signed by Westinghouse, the owner of the information. The Affidavits set forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.390 of the Commission's regulations. Accordingly, it is respectfully requested that the information in Enclosures 1 and 4 which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.390 of the Commission's regulations.
