WNP-2 Fire Protection Review and Evaluation, dated 19 March 1986 By the referenced memoranda, Region V transferred and NRR accepted lead responsibility for the evaluation of several fire protection issues discovered in a routine fire protection inspection conducted by Phil gualls of Region V

and contract inspectors in March of 1986.

We have reviewed the concerns addressed in the referenced memoranda.

Additional information was requested of and provided by the licensee.

The enclosed Safety Evaluation provides NRR's evaluation of the WNP-2 facility for the three areas identified by Region V.

Caution should be exercised with respect to the interpretation of this Safety Evaluation.

As indicated, some of the plant's functional features consider ed in the evaluation need verification by Region V.

For example, review of the ADS/

LPCI methodology indicated that the locations of the controls for the ADS valves are divided between the remote and alternate remote shutdown panels.

The NRR findings of acceptability are based on the assumption that this physical separation of the controls does not preclude their timely manual actuation by the plant operators.

If Region V is unable to verify this method of actuation, the NRR findings would not be applicable.

The enclosed Safety Evaluation completes our review of the Region's specific concerns as identified in Reference (1) but does not complete our evaluation of the WNP-2 facility as it relates to fire protection.
