APPENDIX A NOTICE OF VIOLATION Washington Public Power Supply System P.

50-397 As a result of the inspection conducted during the period of November 3 to November 5, 1986, and in accordance with NRC Enforcement Policy 10 CFR Part 2, Appendix C, the following violation was identified.

Section 6.2. 3. 2 of the Station Technical.Specifications denotes the following formal educational requirement for members of the Nuclear Safety Assurance Group (NSAG):

"Each (member) shall have a bachelor's degree in engineering or a related science or qualifications meeting ANS.3.1 Draft Revision dated March 13, 1981, Section 4.2 or 4.'4, or equivalent, as described in Section 4. 1."

Section 4.1 of Draft ANS 3. 1-1981 specifies that; "individuals who do not posses the formal educational requirements specified in this section shall not be automatically eliminated where other factors provide sufficient demonstration, of their abilities.

These other factors shall be evaluated on a case-by-case basis and approved and documented by the plant manager."

- Contrary to the above, documentation was not'vailable to indicate that the plant manager had evaluated and,approved the factors used to substitute for lack of a bachelor's degree in'ngineering or a related science for one member of the NSAG.

Pursuant to the provisions of 10 CFR 2.201, Washington Public Power Supply System is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for this violation: (1) the reason for the violation if

admitted, (2) the corrective steps which have been taken and the results'chieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
