during the

course of the inspection.

Calibration Ins ection Procedure

The inspectors

reviewed

a sample of installed plant instrument

calibration surveillance

procedures

to determine if the procedures

sampled were in accordance

with licensee

requirements,

technical

specifications,

licensee

commitments

and industry guides

arid standards.

Completed procedures

were also reviewed.

Frequency of calibration for reactor protection,

ECCS, reactivity

control, reactor coolant,

containment,

electrical distribution and

isolation activation systems

specified

by the program were in accordance

with technical specification requirements

for the sample of procedures

examined.

Finalized test documentation,

reviewed

by the inspectors,

was complete

and acceptance

criteria were met.

The proper,

approved test procedures

were used,

prerequisites

for the test were listed,

and "as-found"

conditions recorded.', In addition, procedural

steps

were properly

initiated, post-test

reviews were documented,

and "as-left" values

were

recorded.

For the procedures

examined,

no violations or deviations

were identified.

Plant Tour

The inspectors

conducted

a detailed tour of the facility including the

Reactor Building, portions of the Radwaste

Building and Turbine Building,

and several

outlying buildings.

These additional structures

inspected

were the circulating water

pump house,

the diesel fire pump house

and the

standby service water

pump houses.

The following observations

were made.

a.

Housekeeping

and control of combustible materials

were improved.

b.

No health physics violations were noted.

c.

Material conditions of plant equipment

was good.

d.

Fire pump house - The inspectors

toured this area

on October 16,

1986 and found that the doors to the facility were locked but would

not fully close (to engage

the lock).

The inspectors

questioned

the

security requirements

for the

pump house.

In addition, the

inspectors

questioned

the seismic requirements

for the

pump house

structure

and the fire protection

system.

These

items will be

reviewed during a future inspection.

No violations or deviations

were identified.

was held on October 17, 1986.

report were discussed

at that time.

Licensee representatives

were also

advised that Mr. Caldwell was replacing Mr. squalls

as

V Project

Inspector for the NNP-2 facility.
