The staff has not yet completed its evaluation of the Winter 1984 Addenda, therefore, does not have a basis for approval of its use at this time.

- 1. 0 INTRODUCTION In a letter dated June 14, 1985, the Washington Public Power Supply System requested NRC approval to use the American Society of Nechanical Engineers (ASNE) Boiler and Pressure Vessel (BSPV) Code Section XI, 1983 Edition, Minter 1984 Addenda, Section IMA 2213.
Evaluation of this request is discussed below.
2.0 EVALUATION The Winter 1984 Addenda of the ASNE B8PV Code Section XI, 1983 Edition has revised visual examination VT-3 requirements delineated in IWA-2213.
The revision coincided with the deletion of visual examination VT-4 requirements delineated in IWA-2213.
Adopting the new IMF-2213 requirements would auto-matically permit the licensee to terminate its previous VT-4 visual examination commitments'egulations and Technical Specifications require that inservice surveillance be performed according to the ASNE 88PV Code Section XI requirements.
However, these requirements are modified and revised from time to time to reflect the latest surveillance philosophy and technical developments.
The results are published at three-year intervals as revised editions of the
- Code, supplemented by quarterly interim addenda.
The NRC approves the use of these editions and addenda at regular intervals after evaluations reveal that they do not conflict with present NRC positions.
Currently, the ASNE B8PV Code Section XI has been approved to the 1983 Edition, Summer 83 Addenda.
Approval of further addenda and editions will be granted on an orderly basis.

- 3. 0 CONCLUSION Since the NRC has not completed its evaluation of the Winter 1984 Addendum, there is no basis for the approval of its use.
Therefore, the request is premature and cannot be granted.
