Management Involvement with WNP-2 Outage Planning We have noted that your staff has completed, the recent refueling.and maintenance outage and that WNP-2 is now producing power.

We also understand, through con-'ersations with Region V personnel, that the refueling and maintenance outage was managed and accomplished expeditiously in spite of the. limited refueling experience and the significant maintenance tasks, for example, replacement and testing of the faulted recirculation pump.

This accomplishment demonstrates a'ignificant level of Supply System staff competence as well as management, attention and involvement.

We also note that the restart from the outage involved a large number of licensing actions, most of which were requeste'd in January 1986, or later.

The large number and the late date of these requests required processing by many, of the NRC staff on an extremely demanding and expedited schedule.

Whi.le consider-able assistance from the Supply System's licensing staff was offered and utilized - the licensing activity could not have supported your restart schedule without it - we suspect that increased management attention would have identified early this licensing bottleneck and thus averted it.

For the Cycle 3 reload activities, we would like to suggest that management attention equivalent to that which was obviously applied to the maintenance and refueling activities might be applied to the licensing activities as well.

In this connection, we would like to invite your participation in a discussion to identify and consider specific actions that both the Supply System and the NRC could employ to prevent a recurrence of the peak demand on our resources to support a single utility.

At this meeting we would like to discuss establishing
