No items of noncompliance with NRC requirements

were identified within the

scope of this inspection.

The attached

inspection report describes

three instances

involving the spread

of radioactive material contamination within your facility during the first

refueling outage.

These instances

were seemingly preventable.

We hope that

your post outa'ge critique will focus on the root cause of these

events

such

that corrective action will be taken, to minimize the potential for recurrence.

The frequency

and significance of contamination incidents are indicators which

we consider in evaluating your management

effectiveness.
