ISSUES FOR EMERGENCY PLANNING MEETING f
As we discussed in our telephone'conversation of January 4, 1985, a
meeting between NRC and the Supply System is desired to resolve two emergency planning issues.
The first issue concerns the acceptability of the prompt'notification system.
A copy of pertinent correspondence on this issue is enclosed as Attachment I.
The second issue is concerned with the timing for conducting the annual emergency exercise.
Briefly, this issue is:
NRC regulations (10CFR50, Appendix E) require that the emergency plan be exercised "at least annually."
In response to questions regarding the leeway with respect to the frequency of this exercise, Information Notice 82-44 stated that "an average of one exercise per year must be maintained" and "it is unlikely that the Commission would take enforcement action if the annual exercise is held within three months of the anniver sary of the previous annual exercise. "
The Supply System conducted its last annual exercise on May 15, 1984.
As noted in our December 4, 1984 letter to Region V (Attachment II),
there are valid reasons for moving the 1985 exercise to September.
We have been told that NRC is considering revising the guidance provided by IEN 82-44 to eliminate any leeway beyond the anniversary date of the previous annual exercise.
There are many factors which must be considered in the performance of an annual exercise.
We believe that some latitude beyond the anniversary of the previous year's exercise must be allowable in order to properly consider all of the influencing factors.

Matthews (Emergency Preparedness Branch).
A representative of NRC, Region V will also be invited.
