Docket No. 50-397 JII,N 8 1985 Washington Public Power Supply System P. 0. Box 968 Richland, Washington 99352 Cygne Attention:

Mr. G. C. Sorensen, Manager Regulatory Programs Gentlemen:

Subject:

Requalification Program Evaluation, WNP-2 On November 17-21,

1984, the NRC conducted a requalification program evaluation at the Washington Nuclear Project, Unit 2.

At the conclusion of this evaluation, preliminary findings were discussed with those members of your staff identified in the enclosed report.

The evaluation was completed on December 5,

1984, following receipt and review of your staff's evaluation of your operator's response to the sections of the written examination prepared by your staff and comparison of these evaluations to our own.

As discussed in NUREG-1021, Operator Licensing Examiner Standards, the overall evaluation of the program adequacy must fall into one of three categories:

"Satisfactory", "Marginal", or "Unsatisfactory".

The criteria for this determination are summarized in the Enclosure and are detailed in NUREG-1021$

ES-601.

During this requalification cycle, 10 licensed operators were examined.

This included 3 Reactor Operators and 7 Senior Reactor Operators.

The NRC prepared two sections of each four section written examination given to these operators on November 17, 1984.

One Senior Reactor Operator and one Reactor Operator received an operating examination (oral) from a NRC examiner.

Additionally the NRC examiner observed your training staff conducting one Senior Reactor Operator and one Reactor Operator operating examination.

All of the ten candidates who took the NRC written examination sections and both of the candidates who took the NRC operating examination passed these portions of the examination.

Based on the NUREG-1021 criteria, the requalification program at WNP-2 is evaluated as satisfactory.
