Dear Mr. Padgett:

By letter (LES-17-0079) dated June 27, 2017 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML17181A182), Louisiana Energy Services (LES) dba Urenco USA (UUSA), in accordance with license condition (LC) 16.d of special nuclear material license number 2010 (SNM-2010), submitted an updated decommissioning cost estimate (DCE) to the U.S. Nuclear Regulatory Commission (NRC). The updated DCE included several enclosures in support of your submittal for approval. The LC 16.d requires LES to provide an annual update to its DCE and revised funding instruments for depleted uranium disposition on a forward-looking basis to reflect projections of depleted uranium byproduct generation to the NRC for review and approval.

The NRC staff has completed its review of your submittal. Based on the NRC staff evaluation of the information provided, the updated DCE is approved. The NRC staff has enclosed the safety evaluation report (SER) documenting the review. LES remains liable for any decommissioning costs not covered by the financial instruments referenced above.

As discussed in the SER, approval of this DCE is subject to the categorical exclusion provided in 10 CFR 51.22(c)(19). The NRC has previously found, as stated in 10 CFR 51.22(a), that this is a category of action that does not individually or cumulatively have a significant effect on the human environment. Therefore, in accordance with 10 CFR 51.22(b), neither an Environmental Assessment nor an Environmental Impact Statement is required for the proposed action.
