Reference Letter G02-82-466, dated May 14, 1982, (WNP-2 Tornado Missile Protection for Diesel Generator Exhausts)

This is in response to your letter G02-82-466, dated May 14, 1982, requesting NRC management attention regarding tornado missile pr otection for diesel generator exhausts.

We have reviewed the subject matter and have the following comments.

For our review of OLs, we utilize the Standard Review Plan's (SRP's) as guidance documents only and compliance with the SRP. is not mandatory.

Since the initial issue of the SRP (Revision 0 - November 24, 1975) Section 3.5.1.4 has required the staff to consi'der a tornado transported utility pole up to 30 feet above grade levels within 1/2 mile of the facility.

To resolve this matter for WHP-2, we suggest the following:

(1)

WPPSS to have control of the bluff area of concern and to committ that no loose materials incl.uding utility poles will be stored there during the life of the facility.

( 2)

The failure oi one or the tuo diesel generator exhaust openings'l will not result in the diesel 's failure to start and produce sufficient power to safely shutdown the reactor assuming a

single'ailure in the redundant diesel generator system.

tie would also like to point out that the purpose of Regulatory Guide 1-70 is to indicate the information to be provided in the SAR's and establish uniform format ifor presenting the information. It is not a design and construction document as your letter states.
