SYSTEMATIC ASSESSMENT OF LICENSEE PERFORI~IANCE FOR THE PERIOD OF MAY 1980 THROUGH JUNE 1982 1

In 1980, the NRC instituted a program for Systematic Assessment of Licensee Performance (SALP).

The NRC staff began collecting available observations

and, based on those observations, evaluating the performance of power reactor licensees (including construction permit holders) with respect to nuclear safety.

During the first annual cycle of this program, licensee performance was evaluated in two steps:

first, by a SALP Board in the appropriate NRC Regional Office; and then by a SALP Review Group at, NRC Headquarters.'he SALP Review Group produced a single report summarizing its assessments for power reactors throughout the U.S.

This report was issued in November 1981 (NUREG-0834, "Final Report, NkC Licensee Assessments" ).

Subsequently, a number of changes were made to the program.

The new program was published in the Federal Re 'ister on March 22, 1982.

and includes the following principa changes:

(1)

Adoption of regional level evaluations.

This eliminates review by the SALP Review Group at NRC Headquarters with its attendant national report while improving the timeliness of providing evalua-tion'esults.

(2)

Establishment of new evaluation criteria which are not dependent upon the average performance level.

(3)

Establishment of a process for taking licensee comments into account.

The results of the second cycle assessment were discussed with you and members of your staff in meetings on September 17, 1981..

Enclosure (1) to this letter contains the final report for second cycle assessment.

This report has been modified to reflect the new evaluation criteria.

It,is the opinion of the Board, based on the results of.the review, that there has,been a substantial'improvement in'project management and controls and in the attitude of project personnel.towards quality.

However, the NRC has not had an opportunity to determine the effectiveness of these actions because of the time taken,'ome

. starts, by the licensee to complete task force assignments and release contractors for restart of safety-related work.

While the signs appear hopeful, our limited experience dictates that the licensee's performance rating does not warrant a change from last year.'s:
