Dear M. Ferguson:
Subject:

initiated an intensive review of, the amountjf)ydrogen which, cou1d be releaseg, vta a metal/v(ster reactton (t.,e,, Zticontuptp)pd(riater), tn,tJje,eye,nt of,compprab1e.
accidents.
Our review has been focused.ontpe.pptenrtia1 of generatincg.)ydrogen well in excess of those amountsconside} edin,Section 50.44,of,10 CFP,.Part, 50...,
We have also studied the effects of re]easipg, large, amounts, of hydrojen, into the containments of various types, of.nucteaj;poper, j]anfs wit) emph~is,on,.the
.effects of the resulting hydrogen concentrations apd,)he, effectiyepess.of various. mit<ga-,
tion systems.
The results of,our studies are, presented in our yeyort to the, Commission on this matter, SECY 80-107, inwhich we, recommend tPat, all. facilities using the General Electric prpssgre, suppressioj coptainment pyptemas identified, as,,
Mark I and Mark II, be inerted., In this liard~,the Commission issued a, proposed, interim rule published in the Federal Registej',on,October 2,,1980,(45.FR. 65466).
However, the Commission has now determiped pat, thematter. of hydrogen.control for potential accidents involving degraded, cqnditions in the reactor, core.(i.e.,
loss of coolant followed by excessivy1y,,hjj) fidel, clad temperature es), in plants with relatively small containments such asm the/ark,II containment be resolved in the near term.
Specifically, it is.ourpopition.thatm the reso1utsiop,of)he,,
