Subject:

Evaluation of the Hardship Request Exemptions for in the HNP-2 SSH In your letter dated February 20, 1981, you requested exemptions from the requirements of AHS Dl.l ( 1973) for 21 weld joints in the sacrificial shield pall (SSW) of the WNP-2 facility. Specifically, you described 15 weld defects

,representative of these 21 joints.

He find that we can accept all but two of these weld joints without corrective action based on our technical evaluation of the actual defects'nd your rationale for accepting these joints in their present condition.

We conclude that the weld joint identified as weld number H3-92 should be repaired to comply with AWS Dl.l inasmuch as the porosity of this joint is too high to be accepted.

lthile we recognize that you state this particular defect is in a highly restrained region of the

SSH, we find that the significant amount of porosity shown in Figure 2 of your February 20th letter overrides the balancing concern regarding the restraint.

Additionally, we cannot accept the defect in weld number W130-197.

While we recognize that this particular defect, an underfilled overhead fillet weld (3/8 inch, underfilled by 1/16 inch) is relatively minor, you have not provided sufficient technical justification to permit us to accept this 16 percent reduction in weld area over the entire 30 inch length of the weld.

Your justification for accepting this weld without corrective action should be based on considerations of the structural margin, if possible, or on a similar rationale.
