The IIRC staff is developing guidance for an acceptable method for providing the emergency response facilities needed to implement the plans for coping with emergencies that are required by paragraph 50.34 and Appendix E of 10 CFR 50.

The proposed functional criteria for the Safety Parameter Display, Technical Support Center, Emergency Operations Center and Nuclear Data Link were recently published in NUREG-0696, "Functional Criteria for Emergency Response Facilities."

A copy of NUREG-0696 is being sent to you by separate mailing.

The staff is now soliciting public comment on these proposed criteria and will hold three regional workshops for the purpose of presenting and discussing the criteria, receiving comments and answering questions.

These workshops will be held from 8:30 a.m. to 5:00 p.m. at the following locations:

Chicago, IL You are invited to send representatives from your company to participate in these workshops.

The subject areas to be discussed include the function of the various parts of the facilities, the location, size,,staffing and habitability of the TSC and EOF's and the design criteria for the reliability, separation and independence of data acquisition and display systems.
