SUMMARY

OF SEPTEMBER 19, 2017, PREAPPLICATION MEETING WITH EXELON REGARDING THE PEACH BOTTOM, UNITS 2 AND 3 SUBSEQUENT LICENSE RENEWAL APPLICATION On September 19, 2017, the U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public meeting at NRC headquarters with Exelon Generation Co., LLC. This was a preapplication meeting to discuss the environmental report that Exelon plans to submit as part of its future subsequent license renewal application for Peach Bottom Atomic Power Station, Units 2 and 3. The meeting notice and presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML17261B208 and ML17257A161, respectively. A list of meeting attendees is enclosed.

During the meeting, Exelon presented background information on the site location, the surrounding area, and the plant. This was followed by a discussion on the following topics pertaining to the scope and key features of the Peach Bottom, Units 2 and 3 subsequent license renewal environmental report:

• Environmental Report Title

• Refurbishment Activities

• Incorporation by Reference

• Peach Bottom, Unit 1 Site Status

• Approved and Pending Power Uprates

• Helper Cooling Towers

• Groundwater Monitoring Program

• Transmissions Lines

• Reasonable Alternatives to the Proposed Action The NRC staff made the following suggestions during the meeting:

• Exelon may want to consider conducting a historical structure assessment for Peach Bottom, Unit 1 and other plant structures for National Register eligibility as the State Historic Preservation Officer may request such an assessment.

• If Services (National Marine Fisheries Service and Fish and Wildlife Service) do not respond to consultation letters, Exelon should consider making followup calls with the Services as well as involving the NRC staff in communications between Exelon and the Services.

• Exelon should ensure that a full accounting is provided in its environmental report for all generic (Category 1) and site-specific (Category 2) issues currently listed in Table B-1 of Appendix B to Subpart A of 10 CFR Part 51.

• During the technical review of the license renewal application, it would be beneficial for Exelon to provide thermal discharge studies Exelon conducted in association with Clean Water Act Section 316(a) evaluations on the electronic portal.

After Exelons presentation and discussions, the NRC staff asked for comments or questions from the public. There were no public comments or questions. The NRC made no regulatory decisions or commitments during the meeting.
