Mr. G. S. Spencer of this office and Mr. D. L. Renberger,.Assistant Director of Technology, of your organization regarding the adequacy of work control and quality assurance systems of the WNP-2 mechanical

Harbor, Boecon, GERI.

With regard to the matters discussed, we understand that you recently directed that this contractor stop installation activities at WNP-2 pending your re-evaluati,on of'the related work methods, 'controls, and standards of performance.

We also under stand that you have presently stopped all installation of safety significant items at the site in order to focus attention on the review of completed work and the systems necessary to control future work.

Additionally; we recognize

that the recent personnel and organizational changes effected concerning the mechanical contractor and the current labor problems wherein construction trades are on strike may further complicate control of work by this contractor upon resumption of installation activities.

In view of the foregoing, it is our understanding that your stop work directive on installation activities by the mechanical contractor will remain in effect until NRC has examined the results of your current re-evaluation of the detailed work methods and associated corrective action plan.

This does not preclude,

however, those activities by the contractor you deem necessary to preserve or protect structures or components or to determine the adequacy of completed work.

If our understanding of your planned actions is not as described

above, please contact this office immediately.
