In your letter. of.'ecember 31.'.1979, you stated that you wanted to negotiate a resubmfttal date of your upgraded Hanford Site Emergency Plan from June 1980 to March 1981 and to request agreement on a modfffed topfcal manual approach to the Hanfo& Site Emergency Plan.

In addftfon, you indicated that ff we accepted the topfcal plan for March 1981, the MNP-1 and WNP-4 Final Safety Analysfs Report (FSAR) which you prospect for submfttal on May 1980 will not contain Section 13.3.

You requested our assurance that.this would not jeopardfze the acceptabflfty of your MNP-1 and MNP-4 FSAR foi docketfng.
