MOISTURE TESTING OF LOH-HYDROGEN ELECTRODES He have completed our review of the information submitted in -your, letter to Hr. Pawlicki, dated December 20, 1979.

In 'this letter, you requested approval of a proposed test method to verify that the maximum permissible

'oisture in the coatings of electrodes having low hydrogen contents, ha~'..

not been exceeded during atmospheric exposures.

Based on our evaluation, we conclude that the proposed test is acceptable for the determination of moisture content in low hydrogen electrodes, subject to the conditions specified below.

M4ile we note that your proposed test differs from that specified in AHS A5.5 "Specification For Low-Alloy Steel Covered Arc-Welding Electrodes",

we accept your proposed procedure based on the following consideration:

the proposed method was verified by te'sting samples at drying temperatures of 1470 degrees F,

1652 degrees F and 3632 degrees F and all thr'ee tests provided identical results.

These tests are documented in the enclosed Exxorf Nuclear Company Document No. XN-NF-103.

We also note that your December 20th letter is not notarized in accordance with our regulations.

Please submit a notarized version of your proposed moisture testing method in conformance with our regulations.
