1980 (reference
- 1) regarding your corrective action plans for resolving the quality problems identified with pipe whip restraints and the sacrificial shield wall.

Mr. N. 0. Strand Concerning your request for resumption'of work on these items, our review and evaluation of the information provided by you pursuant to our,Immediate, Action Letters issued on November 21, 1979 (references 4 and 5) is as follows:
Pipe Whip Restraints:
Proper execution of the corrective action plans described in your letter on this subject (references 1
and 2) will provide reasonable assurance that deficiencies in these restraints will be satisfactorily resolved.
Therefore, implementation of these plans may proceed in accordance with your established quality assurance program.
Furthermore, pipe whip restraints acceptable for service may be installed provided that the installation does not inhibit access to the sacrificial shield wall for remedial work.
Sacrificial Shield Wall:
As noted in your letter of February 1, 1980, corrective action p ans for this structure are not yet fully developed because additional information must be gathered and analyzed by the Washington Public Power Supply System.
Accordingly, the stop work regarding repairs and attachments to the wall will remain in effect until these plans are fully developed and reviewed by the NRC.
The stop work is not intended to prohibit those actions necessary for assessing the adequacy of the sacrificial shield wall, e.g., drilling of exploratory holes and removing skin plates to inspect for shielding voids.
However, repair of shielding voids should not proceed until the corrective action plans for this structure, including any design changes and rationale for acceptance of non-reinspectable work, are developed and reviewed by the NRC.
We understand that you plan to submit an analysis to the Office of Nuclear Reactor Regulation of the proposed method for joining the horizontal rings of the upper and lower segments;.of the sacrificial shield wall.
As discussed in the meeting between your representatives and members of the NRC staff at
- Bethesda, Maryland on February 6, 1980, the analysis showing the acceptability of this method should be based on the applicable as-built dimensions of the wall.
If your planned actions are contrary to our understanding described
- above, please contact this office immediately.
