NRC INTEGRATED INSPECTION REPORT 50-244/98-12

Dear Dr. Mecredy:

This letter transmits the results of safety inspections conducted by NRC inspectors at the

Ginna Nuclear Power Plant from October 19 through November 29, 1998. At the

conclusion of the inspection, the findings were discussed with Mr. J. Widay and others of

your staff.

During the six weeks covered by this inspection, we noted good operator response to a

partial loss of offsite power and to an inadvertent dilution of the reactor coolant system.

Our review of the Inservice Testing area identified a well designed and implemented

program.

Some minor discrepancies

were identified, but promptly addressed

by your staff.

We noted that seat leak testing conducted on certain containment isolation valves in the

service water system may have been inappropriate, in that the valves were pre-conditioned

prior to leak testing.

We understand that prior to startup from the next refueling outage

you have committed to review the seat leak test procedure and the valve design criteria,

and modify them, as needed, or justify the acceptability of current testing methodology.

Inspector follow-up of your previous commitments to improve long-term service water

system performance, including initiatives to refurbish pumps, modify heat exchangers,

and

develop an improved hydraulic model, identified these items to have been satisfied.

Accordingly, the NRC staff's review of your Generic Letter 89-13 Program is complete.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
