NRC INTEGRATED INSPECTION REPORT 50-244/97-12

AND NOTICE OF VIOLATION ..

Dear Dr..Mecredy:

This letter transmits the results of safety inspections conducted by NRC inspectors at the

Ginna Nuclear Power Plant from November 17 through January 4, 1998. At the

conclusion of the inspection, the findings were discussed with Mr. J. Widay and others of

your staff.

During the seven week period covered by this inspection period, we noted safe plant

operations.

Efforts to reduce the number of operator workarounds were successful during

the recent refueling outage. -Operator response

and subsequent troubleshooting to the

simultaneous loss of both feedwater drain tank pumps was good.

Substantial progress

was observed

in resolving prior open items associated with the service water system.

However, other service water system items; such as the revision of the service water

.

system reliability optimization program, remain open and continue to challenge engineering.

Your plant security program was well managed

and fully implemented, and effective

actions were taken to correct previous deficiencies.

Based on the results of this inspection, the NRC has determined that a violation of NRC

" requirements occurred.

The violation is cited in the enclosed Notice of Violation (Notice),

and the circumstances

surrounding the violation are described in detail in the enclosed

report.

The violation is of concern because out-of-specification test data for the

B-emergency diesel generator was accepted

as satisfactory during the last two refueling

outages,

and the discrepancy was not entered into your Corrective Action Program as

required by your administrative controls.

Please note that you are required to respond to

this letter and should followthe instructions specified in the enclosed Notice when

preparing your response.

The NRC will use your response,

in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory

requirements.
