We are in the process of reviewing your August 19, 1997, application for an amendment to the Technical Specifications (TSs) relating to a proposed note to be added to the containment spray section of the TSs that would allow 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> for the testing of three ECCS valves in HODE 4 without declaring systems inoperable.

In order to continue our review, we have determined the need for additional information.

The enclosed request for additional information provides our concerns and since we are approaching the date when you requested the amendment, please provide your response as soon as possible.

GINNA NUCLEAR POWER PLANT DOCKET NO. 50-244 Your proposed change to the Ginna TS would provide a 2-hour allowed outage time for both containment spray pumps, for the purpose of

testing, while in Mode 4, certain ECCS valve interlocks and for differential pressure testing of certain residual heat removal system valves.

Although operability is required in Mode 4, it is not clear to the staff why it is necessary or desirable to perform the tests in Mode.

(Shouldn't these tests be performed prior to entry in Mode 4?).

Please explain the reason for testing in Mode 4.

Please identify the specific surveillance requirements that apply to these tests.

It is standard TS policy that equipment be declared inoperable whenever rendered inoperable for testing.

If the staff finds that it is indeed desirable or necessary to disable both containment spray pumps during Mode 4, we will explore the possibility of providing temporary (2-hour) relief from any unnecessary administrative actions and Emergency Plan notifications associated with the degraded condition.

We would condition this relief to include a limitation that all fan coolers be operable.

During the interlock and differential pressure

testing, are any additional systems (besides the containment spray systems) rendered inoperable, i.e.,

are 3.5.3 and 3.5.4 operability requirements met during the entire 2-hour test period?
